Two buildings, 1.5 km apart
Sofia Airport is not one terminal with two wings. It is two separate buildings with their own approach roads, their own car parks and no walkway between them. That single fact is behind almost every car hire problem people have here, so it is worth thirty seconds before you book.
Terminal 2
The larger and newer building, and the one most scheduled full-service flights use. It has the metro station underneath it, the bigger arrivals hall and the short-stay car park that most local suppliers use for handovers. If your booking does not say otherwise, this is where you are meeting your car.

Terminal 1
The older, smaller building about 1.5 km west, used mainly by low cost carriers. Everything is closer together, which makes the handover quicker once you find it, but there is no metro and fewer places to wait if you are early. Suppliers meet cars here too, just less often.

The shuttle between them
A free bus runs between the two terminals through the day, taking roughly ten minutes plus waiting. It is the fix if you booked against the wrong building, and it is why a terminal mix-up here is a nuisance rather than a crisis. Allow half an hour end to end and tell your supplier you are moving.

How to know which one is yours
The reliable source is your own boarding pass, not a rule of thumb. The habit is that low cost carriers use Terminal 1 and scheduled full-service flights use Terminal 2, and most of the time that holds, but airlines move between buildings and a summer charter can sit anywhere. Airlines also change terminal at short notice more often than they change gate, so a booking made in March is not evidence about a flight in August.
When you book a car, the terminal you enter is the terminal your supplier drives to. If you later find your flight is arriving at the other building, send a message as soon as you know rather than on the day. Suppliers here are small operations running a handful of handovers an hour, and moving one across the airport is easy with a day's notice and awkward with twenty minutes.
Returning the car works the same way in reverse, and it is the half people forget. Your departure terminal is not automatically the one you arrived at, so check the ticket again before the last morning. Handing a car back at Terminal 2 when your flight leaves from Terminal 1 costs you the shuttle ride and whatever margin you had left.
If you are already at the wrong terminal
This happens often enough that suppliers are used to it, and it is genuinely recoverable. The order matters more than the speed.

Call first, walk second. Your supplier may simply drive across, which is faster than the shuttle and costs nothing.

Find the shuttle stop. It is signposted from arrivals at both buildings and runs from the forecourt, not from a bay inside.

Do not book a taxi in a hurry. A 1.5 km airside-adjacent hop is the classic overcharge, and the free bus is usually already on its way.

Update the return too. If your outbound terminal was wrong, check the inbound one now while you are thinking about it.
The two buildings side by side
Nothing here changes which car you can hire. It changes how long the last hour of your journey takes, which is the part people underestimate when they book a late flight and an early handover.

The practical reading of that table: Terminal 1 is faster to get out of and slower to get anywhere from, Terminal 2 is the opposite. Neither is a reason to change your flight. Both are a reason to put the right building in the booking form, because the ten minutes the shuttle costs are always spent at the worst possible moment, which is the one where you have just landed and want to be driving.

Late arrivals are a reason to be precise about the terminal at booking rather than to rely on the shuttle. Give the flight number, confirm the building, and your supplier meets you where you actually land. If you do get stuck, a taxi between the two is short.
